The $100 security authorization hold is not a cap. RideLocal provides notice and a response opportunity before collecting a supported post-Trip charge when practicable and required.

RideLocal Operational Charges Policy

1. Scope and Incorporation

This Cleaning, Smoking, Toll, Ticket and Late-Return Policy (“Policy”) is incorporated into the RideLocal Agreement, including the Fee and Security Deposit Schedule and each Trip Agreement. It applies to individual Host car-sharing Trips and Commercial Dealer Rentals unless mandatory law, an issued coverage document or an approved Host–Guest Vehicle Rental Agreement requires another result.

A Host may request only a charge authorized by this Policy and supported by reliable evidence. RideLocal—not an individual Host—determines whether a fixed platform violation fee is approved. Government agencies and courts determine toll and citation liability under law. This Policy does not authorize RideLocal to practice law, adjudicate a criminal charge or alter an agency deadline.

2. General Evidence and Fairness Rules

The Host must complete accurate pre- and post-Trip condition records and identify the specific issue claimed.

The Guest must receive the claimed amount, calculation, supporting evidence and a reasonable response opportunity.

Ordinary use, routine business expense, preexisting condition, Host delay and unsupported estimates are not chargeable.

A fixed violation fee and actual remediation or damage may not overlap without a credit preventing double recovery.

The requesting party must reasonably mitigate cost, preserve original notices and avoid preventable late penalties.

A missed deadline may be excused for delayed agency notice or another reasonable circumstance when review is not materially prejudiced.

Fabricated, altered, duplicate or inflated claims can result in denial, payout recovery and account suspension.

3. Check-In Rights and Host Standards

The Host must provide a reasonably clean, sanitary and smoke-free vehicle. At check-in, the Guest should inspect and photograph the interior and exterior before accepting possession. If the vehicle has material trash, biological contamination, strong smoke condition or another substantial cleanliness problem, the Guest should not begin the Trip and must report it immediately. RideLocal may treat a justified refusal as a Host cancellation, provide a refund or assist with rebooking under the Cancellation Policy.

A Guest who proceeds after documenting a minor preexisting condition does not accept responsibility for it. A Host may not create a cleaning or smoking claim based on a disclosed or documented preexisting condition.

4. Guest Cleaning Standard

The Guest is not required to wash, vacuum or detail the vehicle before ordinary return. The Guest must remove personal property and avoid irresponsible or abusive contamination. The Host is responsible for routine turnover cleaning associated with normal transportation use, weather and reasonable travel.

5. Ordinary Cleaning — No Charge

The following ordinarily do not qualify for a cleaning fee when they can be addressed through routine turnover:

small amounts of ordinary dust, dirt, sand, leaves or crumbs;

a few food wrappers, bottles or items that can be readily removed;

ordinary exterior dirt, road film, insects, rain spots or mud removable through a standard wash;

minor water marks or small residue removable by ordinary wiping or vacuuming;

ordinary floor-mat or cargo-area use consistent with the Trip;

a general odor without reliable evidence of a covered smoking or severe-cleaning violation; and

ordinary pet hair when the listing permitted the animal and the amount does not require professional-level remediation.

Repeated ordinary-cleaning requests may lead to Host review. A Host may set reasonable vehicle-use expectations but cannot convert routine business costs into mandatory post-Trip fees.

6. Eligible Severe Cleaning

After RideLocal evidence review, one $150 severe-cleaning violation fee may apply when the condition is clearly attributable to the Trip and reflects irresponsible or abusive use requiring professional-level remediation. Examples include:

biowaste, vomit, urine, blood or other bodily fluid requiring special handling;

waste, liquid or food introduced into a vent, seat mechanism, door panel or other inaccessible area;

major stain, pervasive residue or widespread sticky contamination;

extreme caked mud, clay, sand, debris or insects requiring professional detailing rather than a standard wash;

pest or insect infestation caused by material left in the vehicle;

substantial unauthorized-animal hair, waste or contamination; or

another comparable condition documented to require professional-level remediation.

The Host must report the issue through RideLocal within 72 hours after Trip end or actual recovery, identify each affected area and provide clear pre- and post-Trip images. A receipt is helpful but not required for the fixed fee if the evidence independently establishes eligibility. If hazardous remediation or physical damage exceeds $150, the Damage and Claims Policy applies; the $150 fee must be credited against overlapping recovery.

7. Service Animals and Accessibility

RideLocal and Hosts will comply with applicable disability and service-animal law. No fee applies merely because a lawful service animal was present, and no advance pet fee may be imposed on that basis. A Guest may still be responsible under the same generally applicable standards for documented physical damage or severe contamination actually caused by an animal, without discriminatory treatment.

8. No-Smoking and No-Vaping Rule

Smoking and vaping are prohibited in every RideLocal vehicle by the Guest, Approved Drivers and passengers. Prohibited products include cigarettes, cigars, pipes, cannabis, marijuana substitutes, electronic cigarettes, vaporizers and any burned, heated or aerosolized smoking product. The rule applies even if a prior user or Host violated it.

9. Evidence Required for Smoking Fee

After RideLocal review, one $150 smoking violation fee may apply when the Host reports within 72 hours and provides reliable evidence such as:

the Guest’s or passenger’s admission in a RideLocal message or other reliable record;

new burn marks shown against pre-Trip condition evidence;

distinguishable ash or smoking residue inconsistent with ordinary dust or sand;

a smoked cigarette, cigar, cannabis product or comparable item found in the vehicle; or

other compelling corroborated evidence showing smoking or vaping during the Trip.

Odor alone is insufficient for the fixed smoking fee because source and timing may be uncertain. Odor may support investigation when combined with physical evidence, admission, witness information or another reliable indicator. A generic cleaning receipt or Host statement alone does not establish that the Guest smoked.

10. Smoking-Related Damage

Burns, melted material, staining or other physical damage is handled under the Damage and Claims Policy. The $150 smoking fee must be credited against overlapping odor remediation or cleaning. RideLocal may suspend or remove a Guest for a supported violation and may review or remove a Host that repeatedly supplies a non-smoke-free vehicle or submits unsupported reports.

11. Toll Responsibility

The Guest is responsible for tolls, congestion charges and road-use charges attributable to operation during the Trip. The amount may include a tax or agency fee that is inseparable from the toll. RideLocal adds no toll markup or processing percentage at MVP launch. The Host receives only the amount needed to reimburse the Host or satisfy the agency obligation.

The Guest must follow disclosed transponder and toll-lane instructions and may not remove, disable or substitute a transponder unless RideLocal approves. If the Guest pays a toll directly, the Guest should preserve proof to prevent duplicate billing.

12. Toll Fees Allocated to the Host

The Host is responsible for an administrative, late or violation fee caused by the Host’s missing, defective, unregistered or underfunded required transponder; inaccurate plate or account information; failure to disclose required instructions; failure to submit or pay a timely notice after receiving Guest funds; or delay beyond this Policy. The Guest remains responsible for an agency fee caused by the Guest’s conduct, such as an unauthorized toll lane, failure to follow disclosed instructions or a speeding violation at a toll point.

13. Toll Evidence and Deadlines

The Host should submit a toll request through RideLocal within 90 days after Trip end with an agency or transponder record showing the amount and sufficient date, time, location, plate, VIN, transponder or Trip connection. A generic spreadsheet or unsupported Host calculation is insufficient. If the agency posts late, the Host must submit promptly after receipt. A request more than 180 days after Trip end requires RideLocal review and may be denied if the delay materially prejudiced the Guest.

The Guest ordinarily has 48 hours after notice to pay or dispute a toll request. RideLocal may automatically approve a facially reliable undisputed agency record after notice but must correct duplicate or mismatched transactions. Toll disputes with the agency remain subject to agency procedures and deadlines.

14. Parking and Traffic Citations

The Guest is responsible for parking, camera, traffic and moving violations attributable to the Guest or an Approved Driver during Trip Custody, together with a required agency fee caused by that conduct. RideLocal adds no citation markup at MVP launch. Criminal, license-point, court-appearance and driver-specific consequences remain with the actual driver as law requires and cannot be transferred merely by payment through RideLocal.

The Guest must notify the Host and RideLocal promptly about a citation, boot, tow or impound and provide available documents. The Guest must not ignore a notice or direct the Host to make a false statement. A Host receiving a notice must upload it promptly, preserve deadlines and reasonably use a lawful driver-identification, affidavit, nomination or transfer process when available.

15. Citation Amounts Not Chargeable to the Guest

The Guest is not responsible for a penalty caused by the Host’s delayed mail review, failure to update registration, failure to timely nominate the driver, failure to provide a document after receiving Guest cooperation, pre-Trip violation, unlawful vehicle condition or the Host’s own conduct. If the Guest’s delay or inaccurate information prevents transfer or increases the amount, the incremental supported cost may be charged.

16. Contests, Hearings and Cooperation

RideLocal does not decide whether a government citation is legally valid. The person legally entitled to contest must follow the agency or court procedure. The Host and Guest must reasonably cooperate by providing truthful Trip times, driver identity and required documents. RideLocal may provide authenticated Trip records when authorized or required. No party must waive a legitimate defense, but the Guest remains responsible for a final attributable amount under this Policy.

17. Return Time and Extension Requirement

The Guest must return the vehicle, keys and access credentials to the agreed place by the scheduled Trip end. If delay is possible, the Guest must request an extension through RideLocal. A message or Host’s informal statement does not modify the Trip unless the extension is approved through the system with payment and continued coverage as required.

The 59-minute grace period in Section 18 is only a fee waiver. It does not authorize continued possession, guarantee the Host’s availability, extend parking or facility access, or extend insurance/protection beyond the time stated in the issued coverage. A Guest who is late must still notify the Host and RideLocal and return as soon as safely possible unless an extension is approved.

18. Late-Return Charges

For unapproved additional use, RideLocal may assess the following without stacking hourly and daily amounts for the same period:

0 through 59 minutes late: $0 late-return charge.

1 hour through 1 hour 59 minutes late: 50% of the Average Daily Vehicle Price.

2 hours through 23 hours 59 minutes late: one Average Daily Vehicle Price plus a $20 RideLocal late-return service fee.

Each additional started 24-hour period: one Average Daily Vehicle Price, subject to evidence, mitigation, coverage and law.

Improper return: an additional $50 fee may apply under Section 20, plus documented necessary recovery cost.

“Average Daily Vehicle Price” means the base vehicle charge after duration discounts and before RideLocal fees, insurance/protection, extras, taxes and reimbursements, divided by booked pricing days. The Host must report the late return through RideLocal within 24 hours after scheduled end and remain ready to retake the vehicle. The Host receives the applicable share of additional vehicle use; RideLocal receives the $20 service fee.

19. Approved Extension and No Double Charge

If a valid extension is approved, the extension price replaces overlapping late-use charges. RideLocal may disregard a late report and update Host earnings. If the Host or RideLocal caused the delay, directed the Guest to retain the vehicle, or could not accept a proper return, the Guest is not charged for that delay. Emergency or roadside circumstances are reviewed using communications, cause and reasonable mitigation.

20. Improper Return, Abandonment and Recovery

A $50 improper-return fee may apply when the Guest returns the vehicle to an unapproved, unlawful or materially unsafe location; leaves it where prompt towing is reasonably likely; abandons it; fails to return keys or access credentials; conceals the location; is materially unresponsive; or causes cancellation of a subsequent confirmed Trip. Necessary towing, parking, locksmith, recovery or transportation cost may be added with evidence. The Host must mitigate and may not use self-help that breaches the peace or violates law.

21. Vehicle Not Returned

If the vehicle remains unreturned and an extension is not approved, the Guest must immediately arrange lawful return and respond to RideLocal and the Host. RideLocal or the Host may contact law enforcement, the coverage provider, roadside or a lawful recovery service based on timing, communications, safety and local requirements. A report to law enforcement must be truthful and must not mischaracterize a good-faith timing dispute. Continued possession may trigger additional use, recovery, account suspension and other remedies allowed by law.

22. Security Hold, Payment and Allocation

RideLocal may preserve or capture the reasonably supported portion of the $100 security authorization hold for an approved charge. The hold does not cap responsibility or prove a violation. RideLocal may charge a supported amount beyond $100 under the accepted payment authorization after notice and applicable response opportunity. Unused amounts must be released promptly.

At MVP launch, approved cleaning and smoking fees are paid to the Host. Tolls and citations reimburse the Host or appropriate obligation without RideLocal markup. Additional vehicle-use charges follow the Host earnings arrangement; the $20 late-return and $50 improper-return fees are paid to RideLocal, while documented recovery cost reimburses the party that incurred it. No vehicle-delivery fee applies.

23. Notice, Response and Decision

RideLocal will provide the Guest the category, amount, calculation and supporting evidence. The Guest should respond within 48 hours for tolls and within five business days for other requests unless a notice states a longer period. RideLocal may approve, reduce, reject or request additional evidence. Immediate temporary account action may occur for safety, fraud, repeated smoking or failure to return a vehicle, but financial responsibility still requires review.

24. Disputes and Corrections

A user may request RideLocal review within 30 days after a decision and submit photographs, receipts, agency records, payment proof, messages or other relevant material. Government citation and toll contests must also follow the agency deadline. RideLocal will correct a duplicate, wrong-vehicle, wrong-time, preexisting, Host-caused or unsupported charge and refund any overcollection. This review does not waive arbitration, small-claims, chargeback, regulatory or other nonwaivable rights.

25. Account Consequences

RideLocal may warn, restrict, suspend or terminate a user for a supported severe-cleaning or smoking violation, repeated late return, abandonment, toll-device tampering, evasion, false evidence, misuse of citation-transfer procedures or failure to pay a final undisputed amount. RideLocal will consider severity, repetition, safety, cooperation and reliable evidence rather than apply automatic termination for every first event.

26. Changes and Contact

RideLocal may revise this Policy prospectively. The version accepted at booking governs that Trip unless mandatory law requires another result. State-Specific and Product Requirements

Louisiana

Louisiana toll authorities may initially send notices to the registered owner and may impose statutory administrative fees or penalties. Available owner defenses and driver-identification procedures vary by authority. RideLocal and the Host must preserve and act on notices promptly; only amounts attributable to the Guest under this Policy may be collected. Dealer Rentals must use the approved Host–Guest Vehicle Rental Agreement and comply with commercial rental and citation procedures.

Texas

Texas toll, parking and citation procedures vary by authority and municipality. RideLocal and the Host must follow any lawful owner-affidavit, renter-identification, notice and contest procedure and must not promise that liability or license consequences can always be transferred. Commercial Dealer Rentals remain subject to Texas Business & Commerce Code Chapter 91 and other applicable rental requirements.
